The department's account of what happened in the shooting changed after Haber admitted Monday that a vehicle full of teens was driving away from police when an officer armed with a rifle fatally shot the teenager in the head. The police department, which originally misstated key aspects of the story, said officers responded to a 911 call about "drunken young people", entered a house party, heard gunshots outside, exited the residence to investigate, issued verbal commands toward a auto leaving the scene, and then Oliver fired his rifle into the vehicle, striking Edwards.
On April 29, Balch Springs police were called to a house where a party was taking place.
Jordan Edwards was killed in front of his brother as they were leaving a party over the weekend.
In a statement released by the family's attorney, Lee Merritt, on Tuesday, Edwards was described as a "loving child, with a humble and sharing spirit".
The boy's parents, Charmaine and Odell Edwards, did not speak about their son or the shooting during the news conference, the Morning Newsreported. His brother drove away, but stopped and flagged down officers about a block away after he and the other boys realized Edwards had been shot.
Balch Springs Police Chief Jonathan Haber appears to be acting swiftly to mitigate any controversy over the shooting, particularly after the department changed its version of events.
An attorney acting for Mr Oliver said he is not commenting on the cast it this time as the shooting "was recent and still being investigated".
Haber said officers in the town are discouraged from firing at moving vehicles even when a auto is headed towards them, with guidelines saying that cops should "attempt to move out of its path, if possible, instead of discharging a firearm at it or any of its occupants".
According to written statement from the Edwards family, Jordan Edwards' brothers, Vidal and Kevon, witnessed his death.
Department spokesman Pedro Gonzalez said that while police were inside the house, they heard gunshots outside. "I acted on them", Haber said.

Merritt said the officer should be treated like "any other citizen who commits a crime"- and therefore should have been arrested by now.
